Le comité sur les PNG permet à l’UNESCO d’examiner ses relations avec ses partenaires non gouvernementaux en présence des représentants des Etats Membres et d’ouvrir le dialogue. Les ONG ont un statut d’observateur et peuvent s’exprimer après les représentants des Etats Membres et après inscription sur une liste.
Monsieur Eric Falt, Sous-directeur général pour les Relations Extérieures et l’information du public et Représentant de la Directrice Générale, a regretté, dans un contexte où la société civile a un rôle important à jouer pour la réalisation des ODD, comme l’a souligné Mr Ban Ki-Moon, le peu d’enthousiasme des Etats membres pour ce comité sur les PNG qui, autrefois , avait lieu deux fois par an; il faut dire que Monsieur Falt, à l’instar des ONG, avait gardé un goût amer du Comité de l’année précédente qui n’avait duré qu’une matinée en raison du très petit nombre des Représentants des Etats membres.
Monsieur Falt a exprimé sa satisfaction sur la mobilisation des ONG dans son partenariat avec l’UNESCO mais également son sentiment mitigé sur le peu d’éclat donné aux activités du Comité de liaison des ONG , ajoutant que le secrétariat avait sa part de responsabilité aussi. Le SDG a appelé de ses vœux un dialogue pour réfléchir à de nouvelles modalités entre les Etats membres, les ONG et le Secrétariat a exprimé sa confiance en l’avenir.
Après avoir rappelé la répartition inégale des ONG par régions (aucun pays arabe représenté malgré les appels à candidature), le nombre d’ONG qui collaborent régulièrement et effectivement avec l’UNESCO (participation active aux journées internationales, forum internationaux, contributions orales et écrites lors de consultation pour la programmation et le budget (cf39C/5), celui des nouvelles admissions et celui des ONG dont la relation a été terminée en raison du manque de coopération, un dialogue constructif s’est instauré, sans aucun doute initié par le discours du SDG, que j’ai qualifié de « musclé et inspirant » dans mon intervention orale au nom de BPW International.
En tant que représentante de BPW International, j’ai suggéré que les Commissions nationales instaurent des consultations avec les représentant(e)s des ONG, pour se nourrir de nos pratiques et besoins, à l’instar de la DGCS pour la CSW ou pour le rapport CEDEF tout comme le HCE ou le ministère des droits des femmes. J’ai également exprimé notre regret à l’élection d’un 9ème homme SG des Nations Unies et renouvelé nos remerciements et notre soutien à Madame BOKOVA.
Il a été rappelé pour la prochaine conférence générale des ONG, moment clé pour promouvoir le dialogue avec les Etats membres, aura lieu du 12 au 14 décembre 2016 à l’UNESCO (les ONG sont invitées à y être représentées au plus haut niveau); le thème provisoire choisi par le Comité de liaison ONG-UNESCO est « Relever le défi de la révolution numérique : la société civile au premier rang ». Les ONG partenaires présenteront collectivement leurs opinions et suggestions pour les propositions préliminaires concernnant le 39C/5 et éliront un nouveau président ou une nouvelle présidente ainsi que les dix membres du Comité de liaison pour deux ans.
Le projet de décision a été adopté après quelques modifications et ajout d’un paragraphe en direction d’une meilleure collaboration avec les ONG, à l’initiative de la Suède. Il sera mis en ligne prochainement.
Il faut dire que la Suède était l’organisatrice d’un panel à l’heure du déjeuner pour présenter une initiative née il y a deux ans « Call to Action on Gender based violence » et officiellement lancé le partenariat avec l’UNESCO, en présence de Madame Bokova. Ce sont les échanges avec l’ambassadrice de Suède pour l’Egalité des genres et coordinatrice pour une politique féministe, à la fin de la session qui ont nourri la réflexion de la Suède déterminée à montrer la voie pour une politique de changement et ne laisser personne derrière en collaborant notamment avec les ONG et la société civile. Un appel à contribution des ONG a été clairement lancé. Nous avons échangé nos cartes et vous êtes cordialement invitées à me contacter si vous avez des suggestions et bonnes pratiques à faire parvenir à l’ambassadrice pour l’égalité des genres. www.regering.se (English site + feminist foreign Policy).
